That's insane... There is NO need to change the chips on the board (are you SURE they did this or did they just open the box and attach something TO the chips). Trying to desolder two 32 pin PLCC memory chips from a circuit board is not something you can do with a radio shack soldering iron. There is also a thin film of sealant over the board components that makes it difficult to remove and replace components.
And then you have to RESOLDER the new chips and testing them to make sure that all the pins are secure. If you short out two pins or leave one hanging you can blow the entire circuit board. It's just too risky. Companies that make circuit boards have special equipment that does this automatically... I doubt a Saab tuner will have this though.
The way that most tuners do it is to hook up to the external connector via some special software and "Flash" the chips. 9-3 and 9-5 ECU's can be reflashed with the Tech II device and you don't even have to take the ECU out of the car! This is the easy way...
