Newbie SE Turbo Operation question

I'm a new owner for a 1997 900SE Turbo Automatic...Having never driven another Saab 900 Turbo automatic before I was wondering if my turbo is operating correctly....When I press the gas I definately feel the turbo spin up, Turbo/APC gauge increases and car starts going faster. My question is if I don't press the gas peddle down more, The Turbo/APC gauge starts to move towards the left (indicating less boost). I would expect that as long as I keep the gas peddle at the same level the Turbo/APC gauge would stay at the same level (with the same level of boost). When I do press the press the gas peddle more down, I do get increased boost as expected.
My Turbo/APC gauge never reaches the red mark...only 1/2 way...is this a sign that I need the turbo adjusted? This also be because I am only running regular (87?) octane gas. Once in a rare while I'll hear a whistle sound when I am accelerating...I assume that is the waste gate dumping excess air?
