That's how mine works. If you're keeping the accelerator at a constant position, you're probably keeping it there to maintain a constant speed, and the turbo isn't needed. I'm not sure exactly how it all works, but I think the APC system reduces the boost pressure to increase fuel economy. The only real way to get your turbo gauge to go further into the red is with performance enhancements like a reprogrammed ECU or a new intercooler. When you're accelerating, what you're probably hearing is turbo whine. You might hear the blow-off valve if the turbo is going full-bore and you let off the gas suddenly. I don't think I've ever really heard mine. As for the gas, I also have a '97 turbo, and it ran fine on regular unleaded, but it handles hills a little better with mid-grade. I didn't really notice an increase in performance when I ran a tank of premium in it.
