From a visual aspect, I'm not sure there is much you could see. I suppose if the cat is clogged then you might see soot or oil on the substrate. However, you probably will not see much from the rear. I would guess that the clog would be at the front of the cat.
Even though there isn't a check engine light, maybe the o2 sensor is starting to wear out. As they age, the response time slows down; this causes the engine to run on average more rich (more fuel is used) which lowers gas milage.
Also, does the gas in your area have MTBE during the winter months to reduce smog and such. This additive alone generally lowers gas milage by 10-15%. That just might be your problem.
