With 2.3 L and 10.5 compression ratio it is not a lame power plant.
Keep plugs in good shape, no need for trick plugs.
Keep injectors and combustion chambers clean with Techron Concentrate. Better mixture control from clean injectors and less aquired octane demand from combustion chamger deposits will allow the ECU and knock sensor to use more agressive igniton timing.
You will need a K&N filter, 33-2663. You need to use the highest octane pump gas. If you will not spend the money for this grade of fuel, forget getting power. Remove the snorkle tube from the lower air box and do a funnel mod or 3" duct mod. Lower restiction exhaust will help. Thats about all that you can do. Replacing cams is a bit much. Forget the tornado thing. It is a flow restriction. (Any vehicle that benefits from one of these has a delusional owner or a profoundly bad AF mixture characteristic.) You will get some additional power, not a profound amount. You will have to push harder in lower gears to take advange of this.
