I did this to my '94 set. Bumpers consist of the outer cover (the painted part), a foam insert and an aluminum channel that is the structural part that bolts to the car. Saab sells the cover and the complete bumper. 9-3 covers will fit the 900 alum channel but you have to drill a couple of holes for some alignment pins in the skin. The foam part is a different shape. You can re-shape the 900 foam to fit the 9-3 cover. You also need the brackets for the side clips (front & rear) and on the rear there is a piece that rivets to the bumper and clips around the wheel opening. Also new front spoiler, fog lights and inner fender liners ( they're a different shape). I think the bumper covers are appx $350 ea. and the complete bumpers are $700 ea. If you do covers only figure $1k in parts, plus foglights, and a bunch in labor, hopefully you're handy and can do it yourself, paying shop rate will hurt.
Bumpers are hard to find at a boneyard as they're the first thing hit.
