Rusty rear rotors, calipers

Changed over to my summer tires last weekend, and inspected the brakes. Front and rear pads look good, but rear rotors and calipers are very rusty. Rotor contact surfaces are rusted, and the hubs are flaking with rust. It looks like the pads haven't been making much contact with the rotors for a while, and the "anti-squeal" spring is half rusted away (on both sides) and one side is squeeking. Is the rust the result or the cause of these apparently frozen calipers? Can I save the rotors and/or the calipers? If so, how can I get the calipers working again?
Also, does anyone know the size of the torx driver needed for the front caliper screws?
