There are two possibilities:
1) The pad backing plates are rust bound in the caliper slots.
If this has happened, you can remove the pads and scrape out the rust.
And then reassemble with grease on the backing plate edges and slot
surfaces as a rust preventative.
2) The pistons are siezed.
The best option is rebuilds. The pistons might be too rust bound to
remove as a DIY. You might ask if the dealer attempts rebuilds. If
the dealer starts and the rebuild does not go well, then you will have
a caliper from dealer $tock.
The shims are not easy to find and many folks just don't bother with them. I don't agree with that. They do damped vibration. They are often availble as stick on shims now. I wanted to laser burn stainless ones but nobody had any interest in non rusting shims.
You should put lithium grease on the pins and springs as a rust preventative.
Search for drs<underscore>install and look for my brake work posts. See there for caliper securing screws. Don't strip them!!!!
