Burning oil would go with lower compression and stuck piston rings. You can get an oil additive to free sticking rings. You can also do your own compression test, the guages are cheap!
The O2 sensor would not have to be removed completely, just enough to clean the interface, pehaps some sand paper. But you can measure the resistance to ground at the sensor body. The resistance should be low. The ground is via the pipe etc only. There is no sensor ground wire!
The exhaust leak will not rob power, but an internal shifted baffle could. You might be able to see something when fitting the new one. I don't know about brackets, but check to see if the hanger at the cat is cracked. They all cracked. The new design has a rubber element, the old was solid steel.
Don't stress the flex pipe element, these are brittle when old.
Look at the plugs anyways. If they look fine, great, if not you have something to study.
Do check your hiway cruising mpgs. Clear the sid, level road, no winds. This is the only way to get a definative reading. You should be getting 30-33 mpg at 70-75 mpg... with decent fuel.
Sounds like your brakes are not an issue.
Oh, one of the basics... I forgot. Tire pressure. If the pressure is low, the mpg's will suffer. It is also nice to know if your guage is accurate. A guage that reads high will make you set the pressures low.
