Ethanol is soluble in both water and hydrocarbons (like methanol etc used in gas de-icing products). So a fuel containing ethanol will pick up moisture in the storage tanks, delivery pipelines, your fuel tank and so on. That means you are pumpiong water into the engine - great if you are looking for performance but not great if you are driving for mpg. MPG takes a hit because you have to pump in more fluid to get the required energy input (since the water is inert as regards energy). The impact of this is highest shortly after switching to an ethanol-based fuel as the first fill of that fuel largely removes any moisture.
