How can I test my BPC? Please help

My car wont hold boost. If I floor it in a given gear its fine but the second I upshift and get back on the gas it sinks down to base boost. Even when it is boosting its very unsteady, the needle bobs up and down. This is really annoying. There are no loose clamps, the Forge unit appears to be working. I find it odd that an up shift causes it to loose boost.
