Saab's version of DRLs isn't like most other companies. The only difference between the far right headlight switch position and the far left is, like you said, the high beams won't lock on and the fog lights won't work. Unlike a lot of other DRLs, you can have yours turned off. See the dealer, or pull the fuse marked "DRL". If you just pull the fuse, the parking light position won't work properly.
