Engine warning light

Hello guys,
I am considering a 1994 NG900 which is available at a givaway price, but which ha sa couple of problems. The car (UK Spec) is priced at £1500, (about $2250), against a book value of £3500 ($5000). The problems are as follows:
Number One
At it's recent (April 2002) MoT Test ( a mandatory safety test in the UK, which tests, amongst oyher things, exhaust emissions)the CO emission was up on specification , although still within UK legal limits. The Check Engine warning light came on recently, and was diagnosed by SAAB Dealer as an "Air Lock", and some hose replaced. It has since came on again, and the same garage thought it could be the lambda sensor. Would this also explain the high emissions? How straightforward a replacement is this, and how much long would it take.
Number 2
The Ventilation distribution rotary knob does not work. i.e. it turns, but the air only comes from the screen vents. Is this a DIY job, or does the fascia have to come out.
Number 3
The air con is pretty feeble. The seller suggested it may need "re-gassing", any Ideas, is this a problem?.
I would be happy to spend up to £700 ($1000) to get the car right, but no more.
Incidentally the mileage is 90k, and the vehicle has a full SAAB service history.
Thanks
Laurie
p.s. Some of you may remeber my previous posts, but sadly my previous NG 900 was rolled and written off. I was unhurt, but gutted at losing a great car.
