One thing nobody has touched on is that the fact that on NG 900's and maybe 9-3 the hand brake cables stretch particularly if you are repeatedly overzealous with the way that it is applied.
With such a high effective lever ratio between the cab lever and the operating lever at the brake any stretch of the cable, wear in pivot points and wear of the shoes due to dragging (which includes applying the handbrake when moving at only very low speeds < 5 kph)will result in increased cab lever travel.
To obtain maximum efficiency from the hand brake it is of paramount importance to ensure that it is functioning correctly (nothing seized or worn etc.), the shoes are CORRECTLY adjusted (so that they do not drag, but have a minimal running clearance with the handbrake lever in the off position.
Finally after doing this, CORRECTLY adjust the handbrake cable to produce a correctly adjusted Cab lever.
There was a change in the design of the handbrake cables during the life of the NG 900 and it is important to check the adjustment procedure dependant on age of car. However if adjustment is not possible due to over stretching of cable or the design does not permit adjusment to be performed then it is necessary to renew the complete hand brake cable.
I hope that this clarifies the situation, I work as an Engineer involved in the design and development of vehicle braking systems for a living.
