The '94 and '95's are ODB-I and the '99 is ODB-II. So the ECU's cannot interchanged.
If your '94 is that much faster, perhaps it has a modfied ECU already. You got it used? Got a boost guage?
The MBC does provide for faster spool up than any modified ECU! Thats life. You can still combine the MBC with the modified ECU to get faster spool up and leave the ECU in charge of the boost levels. Some like the MBC increasing boost to around 20 or 22 PSI with the modified ECU.
