Why do some Civic drivers think they are in a race car?

For example, I was driving one day on the highway around 7:30pm so traffic was down. I was in the slow lane just taking it easy when a black civic with the clear tail lights and "pop can" exhaust came past me and started tail gaiting the guy ahead. So I got behind the civic to see if he wanted to play. When the car ahead moved out of the way, the guy in the civic put it back in 4th gear and floored it (smoke came out his pipe). I just left it in 5th gear and stayed right with him without having to floor it. 170 km/h was as fast as he got and when traffic was coming up it was no point in going after him. This was just one instance, but I see so many civic drivers being like this. What's the deal???? They are not fast unless you put $$$$ in it.
I think it was a 2001 civic. I got a 98 SE Talladega.
