Question about charcoal canister/purge valve

I have previously posted about an intermittent problem, which seems to be linked to fueling. Engine stalls and runs rough for a few miles, then becomes normal again. Several visits to the dealer, changed DIC, spark plugs, cleaned TB...etc.lead to nothing ($1000 so far). The dealer has dismissed the connection to the fueling process although I have demonstrated it to him! Says there were no error codes on the comuter...SAAB wants me to go back to the dealer or to a different one for "second opinon", which I am reluctant to do because of the expense and lack of results.
My theory is that the charcoal canister and/or purge valve are not functioning well. Fuel vapors introduced during fueling are not being cleared by the canister, which leads to pressure build up in the tank, thus interfering with fuel pressure regulation temporarily.
My questions:
1. Does anyone know how involved/expensive is the process of checking the canister/purge valve system and replacing its components?
2. If my theory is correct, could that be covered under the extended "emissions warranty"? The car is 97 900SET with about 61,000 miles and in otherwise perfect condition.
I greatly appreciate any help with these two questions.
