Your fuel cap, for 1996+, needs to be an unvented cap. Earlier caps had a vent hole and a rubber piece that was exposed that acts like a check valve. That rubber bit is very evident if you look at it. If you have the vented gas cap that would cause problems and trigger a CEL.
If a non vented cap is installed on a '94-'95, the fuel pump will generate a vacuum on the fuel tank which can cause it to collapse a bit. The fuel pump will not be very happy about this either, and possibly the fuel pressure reggulation might be affected too.
The evap purge is meant to not run at idle as the idle could be affected. So the valve is closed at idle, but opens when driving. There also needs to be a mechanism to not feed boost pressure back into the canister and fuel tank. So there is probably a check valve someplace, or the purge valve is closed by the ECU when on boost etc.
