Some turbulance was aways good years ago to compensate for the short commings of carburators. With high pressure fuel injection and swirl desinged into the valve and combustion chamber geometry, you have nothing to gain.
The step ID reduction is like having a throttle plate that will not open all of the way. It does create a large amount of turbulance, just before a bend and expansion. The turbulance is so bad that it causes uneven intake air charging of the cylinders. You will know this after you do the work and then find that your engine runs smoother then ever before on WOT and produces more power at the same time. This is a bit strange, because part of your senses want to equate smoothness with less power.
Anything you can to to remove flow restrictions in a modern engine is a good thing. With a turbo, this is also very true. By your thinking I could install obstructions in the intake system and increase performance.
We are not talking about a degree of surface finish here, just a massive step reduction of the ID. Note that the intake manifold is a large plenum. It should acutally be larger. Air accumulated there and the flow from there to the cylinders is intermittant! The intake runners are actually quite short. Perhaps some talk of the surface finish there might be appropriate. But for most of us, that is the factory as cast surface and the intake runner will have poor matchup to the ports in the head, which will also be as cast. Unless things are properly matched and ported, the minor effects of surface finish are not significant.
