It seems to me that the cold weather situation is pretty much the same as the boost overshoots that occur when tapping the MBC at the throttle body (i.e. the MBC can't react quick enough).
This leads me back to your work on a blow off valve (BOV). Would it be possible to add a 2nd MBC that vents to the atmosphere to handle the over shoots ?
I envision a scenerio where MBC "A" is used to activate the wastegate and is set to 14.5 PSI. MBC "B" vents to the atmosphere and is set at 15 PSI. Under normal conditions MBC "A" opens the wastgate and boost is reduced in a "controlled" manner. But when MBC "A" can't get the job done and boost pressure continues to rise, MBC "B" opens and blows off the spike.
In Theory MBC "A" would still be holding the wastgate open since it's set to a lower pressure than MBC "B", and when the pressure dropped below 15 PSI MBC "B" would close and MBC "A" would continue to function as normal.
I'd be interested to hear your thoughts on the subject,
