Mushy sterring... is it new tores or worn shocks?

96SET 101k miles.
I recently (~3,000 miles ago) replaced my VERY worn out tires with new ones and have noticed (but cannot say definitively that it coincided with the new tires) that my steering is mushy.
Turn in is not very sharp. On exit ramps, It seems I have to "set" the car into the turn by turning on the wheel and waiting for the body rolling to stop before I get a good line. On the highway, the steering just doesn't feel "sharp". The car tracks perfectly but it feels rubbery.
As far as I know, the shocks are ORIGINAL (not replaced since I bought the car with 28k).
Is it the shocks? If I bounce a corner of the car, it stops bouncing after 1-1/2 cycles. IS there a definitive way to determine if shocks are shot?
If it is shocks, what are the differences/recommendations/prices between the Koni Sports, Bilstein and OEM?
Thanks, in advance... Rob
