A tire with thin tread will have better responsiveness than a new tire with all of that tread depth. The older tire thin tread rubber was also age hardened and so there is less tread squirm as well.
I think that you are needing to get new shocks soon. If you get a good shock like the Koni, it will probably last as long as the rest of the vehicle, so get the benefits sooner?
The toe-in could be off. That can really make the steering feel poor. The toe in is the only thing that is adjustable on the vehicle.
If you want really great steering, you need to spend some serious money. The Koni adjustables are considered the best. These are around $600 shipped. Bushings and braces will cost quite a bit too. The SAS sway bar is the best bang for the buck to control chassis roll.
The Saabs are very difficult for judging shocks by bouncing and rebound tests. So its easy to wait too long and be in denial.
