Dean, the reason this would not be valid on the 2.3 if it where a switch is because there is no adjustment on the TPS. In other words if I move the throttle plate to the point where the switch was not closed I couln't adjust the TPS to close the switch again. Meaning to far from dead closed the ECU would think the IAC didn't need to work. Being variable the ECU figures out you are at idle when at the lowest output so you have some room to work without having to adjust the TPS. I was adjusting the throttle plate by sliding the mounting plate which the stop is built into.
You may be right about the sweet spot I set mine so that even if the IAC fails the car will still idle decently.
I spent two days messing with a Volvo 760 turbo that was doing something similar. This is after it came back from a local mech. who is generally a wizard on such things. That one was so bad I ended up disconnecting the idle control and setting the idle off the throttle plate. It was the only way it would idle decent. I better quit before I reveil my tendancy toward removing parts.
