Front pads do not come with detachable shims.
Rear pads come with or without shims. Ones that are stuck on don't need to be peeled etc. Don't know what that refered to.... half the story?
New pads need to be bedded in. Find a low traffic area and do repeated brake runs until the brakes firm up. The brakes will get quite hot when you do this. The 'cut' surface of the pad will consolidate and the feel will firm up. You will feel a great improvement in braking effort. DO NOT come to a full stop as you do these brake runs, and always avoid clamping the pads hard at a standstill on hot rotors. You need to avoid a situation where you get a material transfer from the pad to the rotors. That can feel like a warped rotor when the iron is still running true.
New pads will feel soft and the brakes feel weak, and they are dangerous in that regard until you bed them in.
