My car does this too. It's kind of scary when you back up a foot and then BANG- the parking brake kicks in. It gets me every time, because i think i've hit something. Mine only does it at about 14 below (celcius-if you're american that's DAMN COLD. haha.). I think that my problem is caused by the cable, like Dean says. The plastic around the outside of it is coming off in spots and i think that's allowing water to get in there, which freezes. I taped the cable up good this summer, but i really don't expect that fix to work. It may, but i doubt it.
When mine sticks i just have to get down by the rear wheel well, reach behind the wheel and give the cable a yank. It usually snaps loose. You have to grab the cable in the section inbetween the brake and the spot on the rear axle where the cable comes out of it's casing. In my case it's always the driver's side that sticks.
