Recall and idle surge

Hi, by now most have read my posts regarding the idle surge issue. I had an interesting expierience today with my local dealer and Saab customer service. I could go on forever but to make a long story short on 5-5-95 Saab issued a "recall" campaign for 95 900 with 2.3 liter for "fluctuating idle". The problem was with the ECM and applied to cars with serial#(last 8) s2000001-s2020094. A module with date code B01 was bad and was to be replaced with one having date code B02. This is the case with my car mine is B01 but because Saabs records show it as being up to date on all recalls the dealer won't do the replacement. Even though the recall clearly states that the dealer should submit a claim even if the work wasn't done(only inspected)which is probably what happened with my car.
This could effect others, any opinions or help would be appreciated. By the way Saab customer service was inflexable to the point of being rude so I'll likely do the swap myself. The independant mechanic found the recall notice after searching in vain for something wrong.
