Engine squealing noise with three different

Diagnosis from two Saab dealers. For about 4 months our 96 saab 900s, std, 64k has been making this shreaking suealing noise till the car fully warms up. Living in Boston I took it to my local dealer assuming it was a belt or pully issue, I had them do the 65k maintenance on it and told them to fix the squealing problem. When I go to pick it up I am told the timing Chain needs to be replaced and it will cost about 4.5k.
I go to another Saab dealer for a second opinion and am told that it is only the belt and pulley, and not in his wildest dreams could it be the timing chain. So for $350 I get the pulley and belt replaced. So I turn the car on to leave and the squeal is still there, I get the mechanic, he says " oohh that noise? we fixed the other noise", "that noise is either your power steering or your water pump. There both expensive parts and it is impossible to tell which one is bad because they are so close, so I would recommend waiting till one of them goes and then getting it fixed".
Having dropped a considerable amount of money on diagnosis and repairs fixing "diffferent things", I was hoping someone could help steer me in the right direction or has had a similar squealing noise and would know of a solution
