A shorter belt will not help once the bearing fails, but it might be a non Saab belt which costs a lot less for the indy! Yes the pully and tensioner would simply move to accomodate the shorter belt.
This pully is plastic grooved pully with the bearing inserted into it. The bearing overheated and the plastic has become soft and lost. The stuff that you see in the grooves of the bearing is part of the plastic pully. The rubber belt might have run against the bearing also for a while, but the belts usually get off the track quite quickly at that point.
In the pix, the interface between the blue seal and the outer bearing race is where the lubricant leaks out. The seal there is a tight fit, but not enough to stop seepage over a long time with heat and centrifical forces caused by the small diameter. This is the interface that needs to be bonded with some kind of sealer or adhesive to keep the grease in. When you take one apart that is older and spins very free and feels dry, when you pop out that seal there is no trace of grease left.
