Low idle on start up

I have an low idle on cold starts. Once the car is warmed up it starts right on up to the proper rpm. The plugs have been changed but still the problem presists. It orginally started after cleaning my idle control valve(ICV), which fixed my previous high idle problems. My question is does anyone know if I use some WD40 on this inside of the ICV if this will help? or is there another solution?
