The IAC might be at its control limits. This could be from the remaining deposits in the valve. Did you open the swing gate to expose things when cleaning? Yes, use real oil. Carb cleaner does remove the deposits, but you need to expose them behind the swing gate valve in the IAC. Carb cleaner is a degreaser, oil the insides and the end pilots liberally with engine oil.
The IAC adjustable range effect also includes air flow through the throttle plate. If the throttle bore is fouled, that would be consistant with your symptoms :)
Anyway that the throttle stop has been altered? That could change the baseline air flow and then the IAC at its flow limits might be out of range.
The PCV air flow orifice which is integral to the TB also contributes to air flow at idle. You can run some carb cleaner though its small hose. I would not run carb cleaner through the plastic one-way valve. The nylon fitting in the valve cover gets quite brittle when aged. So not stress it. If you renew those vac lines, you will want to cut the hose away from the nylon fitting to avoid breaking it.
Remove the inlet hose to the IAC valve the night before, and position the IAC so that you can see inside of it. The next (cold) morning, get a flash light and start the engine and look at how far the swing gate opens. That may be quite instructive. If the idle is still slow, poke a thin screw driver inside the IAC and move the swing gate furhter open if it is obviously not fully open and confirm that an open IAC will increase the RPMs at idle.
