900S - Weak handbrake

Hello,
I bought a 5 speed 900S (2.0 N/A, year 1996, 90.000 km/56.000 miles) 12 months ago and it has now around 130.000 km/80.000 miles. A few weeks after the purchase, I noticed that with gear in neutral, I had to pull the handbrake all the way up on a very mild slope or the car would start rolling if the handbrake was not fully pulled (I'm pretty sure that in the VW Golf I had before, the handbrake would have been strong enough for that kind of slope, even if not fully pulled). I wasn't really worried about that since we have to engage in reverse to retrieve the key, so I didn't get it fixed.
Temperatures last month were between +5°C and -5°C and the handbrake got stuck twice last month when I released it (I was reversing: just getting in first gear and going forward a few centimeters unlocked it). And I've had the impression that only one rear wheel was locked, but I'm not 100% sure. This event hasn't happened before nor since, I can't recall if it was freezing or not the day it happened.
What could be the problem? Is it urgent to solve? How expensive to fix (parts + how many work hours)?
