As I recall, the Haynes manual says to jack up the back of the car and put axle stands to support the two back wheels off the ground. This is needed so that it can be tested that the wheels spin freely. Don't forget to put you the Saab in reverse. Leave the handbrake down. Then you have to get on your back and snake your way under the car to reach the adjustment nut & thread rod. This is located directly below the hand brake in the car. This is the point of the leverage when you pull on the stick. You will see a cable from your hand break leaver that connects to the cables to the break it's self by a approx 4" long threaded rod with a nut on it. Depending on where the nut is on the rod adjusts the length of 'whole cable length'. You will know how it all work as soon as you see it. The shorter this 'whole length' the less you have pull on the hand break leaver. I think over time the nut works its way down rod increasing the length and there for you have to pull up to like 10 clicks on the handbrake (like me). So...you have to start working the nut the other way. There is not much room to work the wrench but it can be done. After you made some progress you have to test the hand break. Sit in the car and pull on it. You will feel that it may now only go to 5 clicks (grabbing quicker now). So that’s good. Let the hand break down again and check if the back wheels can spin freely. This is because you want to avoid over adjusting so that the handbrake dose not drag. You have to play with it a bit so that you don't get many clicks and the wheel spins freely. That's it, a free little fix. This is the way I did it a year ago.
