Yes, we have seen perhaps a half dozen of these before. We don't know why fuel pressure regulators go bad after changing the filter, but one cannot help but suspect that foreign material got into the engine side of things. Try dwelling at ignition on for a moment to allow the fuel pump to run a bit before cranking. I really don't know if that really does anything. I don't think that these systems have fuel pressure accumulators, and without one, I cannot see the point of a back flow check valve, so I suspect that there might not be one of those. I have the good fortune of not having any direct experience with these problems.
