This week I suggested how you could watch the IAC valve work with the engine running. Please see the caveats in that post before trying this.
If you do this and its idling too fast and if the IAC is not closed, get a sharp knife tip and try closing the IAC vavle and see how it responds. And also try restricting the air thru the IAC with your thumb and see what that suggests. If the IAC is closed there is not much that it can do, which suggests that something else is passing too much air. Clamp off the evap control hose and if that has no effect, be looking for the throttle being too open or a busted vac line or other source of air getting into the manifold.
Check to see if the trottle plate is closing propery or enough. Maybe the throttle stop is the problem.
With the IAC reconnected or the IAC removed inlet hose blocked or corked, you can try puting something flat and rigid over the TB and start cutting off the air and see what happens, perhaps that will disclose a source of air flow. As you slide it to completely close the flow off the engine should snuff out.
Take your time and you should come up with something. Good luck.
