You have the A/C off with that noise?
Could it be the upper idler pully? If so you need to take action on that. When that pully fails, the belt comes off and the coolant pump does not. So you then need a tow truck. Find the belt and pully posts and retract the slack aduster and lock it back. Spin the two plastic idler pullies. The other larger one is just above the crankshaft pully. If the pully wobbles or spins very freely then its a time bomb. When it spins like that its very dry. A bearing with lubrication is 'damped' and slows down readily.
While the belt is slack, take the time to turn each of the other wheels by hand to feel if something does not feel right. Yes, you want a cold engine to do this.
If you need to replace the pullie(s), then do the short belt conversion and skip the cost and effort of replacing the lower idler and save a bundle on the belt as well. Your miles are low, but with city driving you could have lots of hours on the pullies. They do fail, they will all fail if not changed out in time.
The IAC connects at the TB with two hoses. One around 3/4" at the input that goes to the TB above the throttle plate, and a larger hose from the IAC exit to the TB below the throttle plate. And yes it looks like a filter, but it has a 3 wire connector and is mounted in a rubber ring with an extension that fits over a roll-pin that comes up from the manifold.
The IAC is not making that noise.
