When I came across with my 95SET (metric only), US customs had no interest in such things. I believe its the domain of the States which inspect and licence the vehicle. In Kansas they simply look for the VIN, number of cyliners, number of doors, color and miles. There form stated 'odometer' and they wrote down the km's and when the registerd this number turned into miles.
All US customs wanted was the paper work which required a letter from GM Canada certifying emissions etc. But this requirement may have gone away as there is an explicit assumption that after a certain year the standards were equivalent. And after you import to the US you cannot sell the vehicle for one year, don't pass go, go to to jail :)
The state will require your US custom's papers and perhaps some of the other papers that custom's required. They will take your Canadian ownership permit in exchange for getting a state title. I was able to take my good drivers rating and discounts from State Farm across the border to StateFarm US. That was nice continuity.
I quickly learned the speeds. And I created a transparency of mph to kph and tucked that in the upper LH corner of the window. I built a speedo error correction into that as well which was handy.
I never did sell the 95SET, it got plowed by an SUV 6 months ago.
