You need to find out if the system is boost capable. If it is not, the BPV can be bad. These can and do fail. You could inspect is wiring and connector for mechanical damage. If the BPV is bad you can replace for around $200 or less, or use a MBC for $40.
Remove the hose at either end that goes to the wastegate acutator, with a warmed up engine. Drive in a low traffic situation being very light on the throttle. Go gently throu 1st gear then in second gear increase the throttle you should easily get up to 40% thru the red with huge power. More pressure than that and the ECU will do a temporary fuel cut that feels bad but it is rather harmless and sef resets in an instant. Turbo response is very non linear, you will find that it is very difficult to avoid fuel cuts. The turbo boost should come on very fast, that is the bacic nature of the turbo. The boost delay that you know is from the boost control system. A MBC will give you the boost onset speeds of the turbo as you experience with this test. Restore the connection after this test.
If you get pressure, great. If you can't get into the red, then you have a popped turbo hose joint, a bad BPV or damage to the IC.
You can ispect the BPV. It should be open at idle. Remove the dicharge hose. You can feel with you finger if it opens an closes as the vac line is attached and removed. Don't get your finger pinched. If it does not work, the valve is bad or the vac line is cracked or split. Inspect the vac line and check for low pressure at its end. If line good and no low pressure the orifice at the TB could be blocked, possible but never reported before.
Your BPV vac line will be turning to dust at this point. It should be replaced if not replaced already. The other vac lines do not fail like this one. But the PCV small vac line does get very hard and it needs to be replaced, but when this is done it needs to be carfully cut away from the nylon tee or it will break as these are brittle with age.
As always, make sure that the plugs and injectors are in order.
