No, you cannot access Tech II features with an OBD-2 scanner. Tech II is a specialized vehicle-specific computer tool that lets you reprogram almost anything on the car, as well as access OBD-2 info. Tech II's cost $3500+ new and then you also need regular updates from Saab. :( If you search the web for "tech 2" or "tech ii" you can find info on them. Here is something that might be interesting:

OBD-2 is a universal standard. It covers engine diagnostics related to performance and emissions. (Sometimes the computer can return more info through the port; this is not standard.) See http://www.scantool.net or http://www.obd-2.com/ for more info on OBD-II and on buying a laptop/PC scanner. The software and interface (though not always the cable) should work on any brand of OBD-2 car (1996+ vehicles).
