If it is temperature related it could be the temperature sensor not informing the engine management with the correct engine temperature. If you have a dark car then the top of the engine where the sensor lies may be getting warm but the bottom end in the piston area is still cold. The engine management thinks the engine is warm and as a result dials in a mixture that is too weak for the engine to start easily. The fact that the engine starts OK when you roll the car down the hill is possible. When you do this you get a stronger spark which can ignite better a weak or rich mixture.
Did you try the method I mentioned a week ago.
Turn the ignition key on.
Wait for the dashbord lights to go off
Then start the engine.
