I'll bet money that the problem lies with the two-speed resistor on the fan. Why? BECAUSE IT HAPPENED TO ME!!
There was a known problem with bad resistors which rendered the fan a "lo speed only" (or NO SPEED) fan. You don't even know there is anything wrong until the car overheats.
The best way to tell (other than following the diagnostics which I don't have in front of me) is to notice whether the fan runs when the car is parked and turned off. If you go for a run on the highway and pull into a rest stop in hot weather (or just in hot weather usually), the fan will come on by itself after shutting off the car and removing the key. If your fan NEVER comes on under these circumstances then you definitely have a bad resistor.
Unfortunately, the resistor isn't a separate part that Saab stocks... You might be able to find an equivalent at an automotive electrical supply outlet but I took the route of replacing the whole fan assembly with a good one from a junkyard for $50. (A new unit goes for more than $400!)
Removing the fan isn't too hard so it's definitely a DIY job. The only trick is to move the power steering fluid line out of the way (and disconnect it from the top of the radiator). You'll need to disconnect it from the PS pump so you need to have a bucket ready to catch the spillage. It might be a good opportunity to drain out the old PS fluid and replace it with clean Dexron II fluid as specified in your manual.
