What's with these rotors anyway?

I've never had as much trouble with rotors and wheels on any car I've owned as with these on my '95 SAAB 900SE. The rotors that were warped two years ago are now at it again.
There's a bad vibration while braking (worse at high speed) with the 18 spoke OEM wheels. It does however go away when you brake real HARD. I switched over to the snow tires on my steel wheels and it is not nearly as bad - so I suspect a combination of rotors and wheel problems.
I've read about the importance of torque when putting the wheels on. How crucial is this? I usually just bolt them on myself in the garage like always. Would it affect the rotors?
