As I understand it the engine idle speed is set by the engine control unit computer (ECU). The ECU uses the idle air valve to adjust the idle air bleed and control the engine idle speed. The ECU can change the engine idle speed based on load at idle to compensate for the air conditioning unit, etc.
The tachometer in the vehicle may not be accurate at showing the true engine idle speed.
So if the engine idle speed is with-in Saab specifications, there is nothing that can be adjusted to change it. If the idle speed is out of specification or fluxuating, there may be vacuum leaks in the intake system, a faulty/dirty idle air valve, a poor RPM signal being generated, or the ECU needs to be replaced, etc.
