REM has it, but the ECU changes the air flow to keep the engine speed constant.
1000rpm at the tack may be indicated if the RPMs are 900 or 950 or whatever the spec is.
Why do you think the idle is fast? Does it start to race up sometimes? You can hear and feel the power increase in compensation of varing A/C and electrical loads, but the RPMs should vary very little.
Do clean the TB and IAC, then if need be the TB throttle stop can be adjusted, but note that only 2 or 4 folks have ever needed to do that. Read more about TB and IAC cleaning. A VAC leak will increase air flow and this wounld tend to increase the idle speed. The mixture will not be affected on turbo models. But the ECU will attempt to reduce the idle speed by reducing the air flow thru the IAC vavle. If the leak is minor, the IAC will fully compensate. But if the IAC goes outside of an operating range where it can manage things, then the idle speed my increase. Ditto for the throttle stop. If the throttle stop base flow is too great the IAC cannot keep things in check.
There is one large VAC line to the TB can can flow a lot of air if damaged. This goes from the base of the TB to the evap control system solenoid valve on the RH fender. Check for splits and cracks. Feel all along and underside too. If the solenoid valve is open at idle this will create problems for sure. If you pinch the hose off and the fast idle goes away, then it is the valve.
Please post more specifics about what the problem really is.
