In many cases, alloy wheels are not lighter. We are talking aluminum, not mag wheels. And when going from a 15" sleelie to a 17" alloy, the weight does increase more. The effect on the rotational inertial can easily be greater than the weight change ratio.
The big issue, is that you can't get 16" and 17" steelies... unless you go for super big chrome steel wheels.
If you are bending 15" alloy wheels, your roads are bad or your tire pressures are too low, or both. If nothing changes, you really do not want 16" or 17" alloy wheels as those will bend easier. Many increase tire pressure to protect their alloy wheels.
Tirerack probably has some good looking alloy wheels in the $100 range.
