Poor gas mileage...time for an FPR?

I have a 95 900S, it has a newer engine with about 80K, the car has about 160K on it. I'm getting very poor gas mileage (about 12 in the city), I am also getting the "mixture too lean" code that I got from the dealer reading. I just replaced the fuel filter and fuel pump about 3 months ago, and I'm wondering could the FPR be the cause of it?
I've looked under the hood at the hoses around the throttle body and found several cracked ends. I cut off the bad part and reattached but no noticeable improvement to mileage. I don't even know what the FPR looks like or where its at, I just ordered the Haynes manual (can't get it here in the states) from http://www.sas.com so hopefully that will shed some light in a very dark place.
