Fluctuating lights

Hey all... I need a hand...
I have a 95 900s with a wierd electrical problem.
The power systems in the car fluctuate. When you start the car, you can see the headlights pulse bright/dim at about a rate of 4x per second. If you turn on the interior lights you see it also. At speed (1st-2nd-3rd-4th) you actually FEEL a fluctuation in power in the car (as if you were pulsing the gas pedal). It is just enough so you feel it. It feels like a wheel shimmy but it is front/back rather than side/side.
I put in a new battery, which didn't change the problem.
I had the alternator tested at a local autozone and it tested fine.
AAA tested it with the new battery (cold engine at idle) and came up with the following stats AT IDLE
charge volts: 15v
charge amps: -6.6a
ripple volts: 0.87
Are we talking alternator or Voltage regulator? HELP... I need to do this before it gets cold and all the local shops want to go for the jugular off the bat.
