The evap control valve is on the HR fender and has a largish hose to the TB. Check the hose, for splits or cracks, often at teh TB hose barb under where you can't see it.
Try pinching that hose off and see fi the idle gets better. The valve is meant to stop any flow to the TN when at idle, as such will make idle bad.
The canister is in the fender and you have to pull the liner. But if there is a problem there, that should never affect idle as the control valve should be closed.
So, not the canister, might be the vavle or its hose. If hose ok, try clamping it off. If that helps, the valve must be open and thats a defect. Check the integrity of the connector and wires before condeming the valve.
