I think it is ENTIRELY UNACCAPTABLE for an experienced Saab tech to have missed something as obvious as the pulley. It is a known trouble spot and any semi-competent mechanic should have found it and fixed it on the first try!
I'd have a chat (polite) with both the service manager AND the General Manager/Owner.
Send the alternator back to e-Europarts - you'll "eat" the shipping costs and perhaps a restocking charge. . . . Maybe Portland Saab will reimburse you :-)
