......is a relative term,but below a certain temp.,engines run worse,like the little old lady that never gets on the highway,the engine gets gunked up.It's the 'intake' air that you want cooler.My opinion is that the temp guage should be close to the middle[where the 192 puts my guage],regardless of ambient temp.
