The whine could be your oil pump cavitating from lack of flow (or more specifically obstruction on the suction side of the pump). So, a check of your engine's internal condition might be warranted - to see if there is any sludge up going on - and specifically your oil intake screen clogged up. Under this theory, the whine sound goes along with the pump speed which follows the engine rpm.
If the whine stops as the engine warms up to temp then I would look closely at the oil flow area, including flow to the timing chain and sprockets.
All the time I am reminded as to why oil is so important.
